I published NetScan Pro on F-Droid and APKPure, and got 500 downloads in 2 weeks. Google Play rejected my app 3 times for "invalid functionality", even though it's a legitimate network scanner.
F-Droid is free, open-source, and doesn't reject apps without reason. APKPure is popular in countries where Google Play is blocked. I still have the APK on my site, so users can download it directly.
If Google Play rejects your app, try alternative stores. They have less traffic, but they don't have arbitrary rejection rules.
