Operation Sindoor Anniversary Signals a New Indian Escalation Doctrine

On the first anniversary of Operation Sindoor, India’s political and military leadership has articulated a consistent narrative: the operation represents a new, sustainable template for responding to cross-border terrorism. Launched on May 7, 2025, following the April 22 terror attack in Pahalgam that killed 26 people, the operation has been framed not as a singular event, but as a doctrinal shift.[3] In contrast, Pakistan’s military establishment has constructed a counter-narrative of resolve, while its media ecosystem has focused on successes in the information domain, creating two distinct, competing interpretations of the conflict and its implications for regional security.

The Anatomy of a Calibrated Response

Indian military officials have characterized Operation Sindoor as a "calibrated, decisive response" designed to achieve specific objectives without escalating into a prolonged conflict.[1] This marks a significant evolution from previous responses, such as cross-border ground raids. The operation was distinguished by its exclusive reliance on stand-off weapons; Indian armed forces used only long-range missiles to target nine terror camps located in Pakistan and Pakistan-occupied Kashmir.[28] This approach, described as India’s "first stand-off weapon war," allowed for punitive action while minimising the risk of direct military engagement and personnel casualties.[28]

The messaging from the Indian Army has been one of deliberate restraint coupled with demonstrated capability. Lt Gen Rajiv Ghai, a senior commander, highlighted the operational philosophy by quoting a Hindi couplet: "Sirf hungama khada karna mera maqsad nahi..." (My purpose is not merely to create a commotion), underscoring that the objective was mission success, not public spectacle.[1][3] This was echoed by Prime Minister Narendra Modi, who stated the armed forces gave a "fitting response to terrorism," and the President, who called the operation a "defining testament to India’s unwavering resolve."[29][20]

The technological and coordination aspects of the operation have also been emphasised. An assessment by a US expert noted that India achieved air superiority over Pakistan within 72 hours of the conflict's commencement.[10] Furthermore, the operation was a product of "multi-agency coordination," indicating a whole-of-government approach to the security challenge.[1] The timeline of the operation, from the first missile strike to the eventual ceasefire, is being studied as a model for future contingencies.[32]

Atmanirbhar Bharat as a Force Multiplier

A core element of the Operation Sindoor narrative is its validation of India's push for self-reliance in defence manufacturing, or 'Atmanirbhar Bharat'. According to military sources, over 65% of the defence equipment employed during the operation was domestically manufactured.[1] This statistic is being projected as evidence that India's defence industrial base has matured to the point where it can supply critical, high-technology systems for a live, short-duration conflict. This capability is seen as a key force multiplier, reducing dependence on foreign supply chains and enhancing strategic autonomy.
