Fairly recently, I'm not sure when this change was made, they've removed the ability for new accounts created to have full access to free tier if it's been placed under a billing account older than 1 year.
The only way to get out of this, is by converting every single account to be a billing account not placed in an Organization.
It's an unfortunate change that I wished AWS didn't make.
