No. That sounds like it could be one of many examples used in a course perhaps. But certainly not a paid course itself. There are tons of free examples like what you describe out there, especially for Python due to its popularity.

It depends.... do you want to create a file explorer and feel lost? Yes. Do others recommend the instructor?... It's a plus.
Is there any free version on YouTube or preview on other online campuses? Look at the videos and try to do it without the paid course.

I wouldn't. Not because it isn't interesting, just because there are too many other more interesting content out there, many of which are provided for free.
I think paying for content gets useful when there is a larger series of articles that together makes up a course.
